Allegations of Political Favoritism in Mumbai Fund Allocation Raise Concerns Ahead of Civic Polls
Mumbai is bracing for upcoming civic elections amidst growing accusations of blatant political bias in the allocation of public funds. Opposition parties are alleging a systematic funneling of resources to ruling coalition members – the mahayuti alliance – while deliberately excluding opposition representatives,raising serious questions about fair governance and the integrity of the electoral process.
The core of the controversy centers around the disbursement of funds by the Brihanmumbai Municipal Corporation (BMC), currently under a state-appointed administrator following the expiration of elected corporators’ terms in March 2022. A policy implemented in February 2023 allows MLAs to propose projects up to ₹35 crore, subject to approval by guardian ministers and final clearance by the BMC commissioner.
Opposition leaders claim this system has been weaponized. They point to data indicating that over the last three years, a staggering ₹1,490.66 crore was allocated for civic works – road repairs, drainage improvements, healthcare facilities, and beautification projects. A disproportionate ₹1,476.92 crore, they allege, went exclusively to Mahayuti MLAs, MLCs, and MPs. The BJP alone accounted for ₹1,076.7 crore, with the Shiv Sena receiving ₹372.7 crore.
Uneven Playing Field & Strategic Timing
The accusations don’t stop at overall allocation. The timing of fund releases is also under scrutiny. Opposition parties highlight that ₹467 crore was released to Mahayuti leaders just before the 2024 Lok Sabha elections, and a further ₹357.3 crore was sanctioned to 23 BJP-Shiv Sena MLAs in august-September 2024, immediately preceding the enforcement of the model code of conduct for the Assembly elections.
In the financial year 2025-26, the situation allegedly worsened, with ₹360 crore reportedly directed to 27 Mahayuti MLAs and MPs, leaving opposition representatives entirely without allocation. Furthermore, five opposition MLCs reportedly had repeated funding applications denied.
Specific allegations of Misuse
Mumbai Congress president Varsha gaikwad has leveled particularly strong accusations against Mumbai Suburbs guardian minister Ashish Shelar. She alleges he “siphoned off” ₹125 crore from the District Planning Progress Council (DPDC) specifically for his Bandra West constituency.
“This isn’t governance; it’s a misuse of power and an authoritarian grab that undermines democracy and the Constitution,” Gaikwad stated. She further contends that even within the ruling alliance, the allocation was deeply skewed, with some BJP MLAs receiving as little as ₹15-20 crore while Shelar allegedly secured ₹125 crore for his constituency.
A Perilous Precedent & Calls for Investigation
The opposition views this as a dangerous precedent, potentially setting the stage for continued abuse of power.They are urging Chief Minister Devendra Fadnavis to intervene, demanding the implementation of strict rules to prevent guardian ministers from diverting funds for political gain.
A call for a high-level inquiry has also been made to investigate the alleged gross abuse of office.The timing of these allegations, just ahead of the Mumbai civic polls, fuels the opposition’s claim that the ruling alliance is attempting to consolidate its political dominance through the strategic use of public funds.
