Looking Ahead: The HeadWaters Resort & Casino (2027)
The Interim Gaming Hall is merely a prelude. The full-scale HeadWaters Resort & Casino promises a transformative addition to Norfolk’s waterfront. Plans include a sprawling gaming floor with 1,500 slot machines and 50 table games,complemented by a 200-room hotel.
Construction is progressing steadily,with a targeted opening in late 2027. The project is expected to generate approximately 1,200 construction jobs over the next two years.
