It was understood that Ayberk, a former public official and private detective, formed a team of individuals, including public officials, to provide information to MOSSAD.

It was determined that MOSSAD contacted private detective Hamza Turhan Ayberk through its agent codenamed Victoria. Ayberk was first used by the Israeli Secret Service for simple tasks. In 2019, Ayberk was given training by MOSSAD in Belgrade about the work to be done. Ayberk used secret communication applications under the guidance of MOSSAD. He received payments via cryptocurrency so that they would not be reflected in official records. Private detective Hamza Turhan Ayberk, in addition to leaking information, also engaged in threats and tracking activities.
