Oracle Launches Base Database Cloud@Customer for On-Premises AI and Data Management

Oracle has expanded its Cloud@Customer portfolio with the introduction of Base Database Cloud@Customer, a managed service designed to allow enterprises to run databases, applications, and AI agents within their own data centers. The offering, which is now generally available, aims to assist chief information officers in modernizing mid-sized workloads while adhering to specific data residency, regulatory compliance, and low-latency requirements.

The new service integrates the company’s existing Base Database Service with the Data Infrastructure Cloud@Customer X11 platform. By providing a managed on-premises environment, Oracle targets organizations that require the benefits of cloud-based automation but lack the scale or budget to justify a full-scale Exadata Cloud@Customer deployment. The hardware configuration for this platform includes two Oracle X11 compute servers, shared all-flash storage, and 10/25 GbE networking, supporting up to 60 usable processor cores and 660 GB of memory per server.

Addressing Regulatory and Operational Gaps

The shift toward hybrid cloud models is often driven by legal and technical constraints that prevent data from being moved to public cloud environments. Ashish Chaturvedi, an executive research leader at HFS Research, noted that enterprises in highly regulated sectors—such as government, defense, financial services, and healthcare—frequently face strict mandates regarding where data must reside. For these organizations, the ability to maintain low-latency access to operational databases while keeping data behind a corporate firewall is a critical requirement.

Beyond compliance, the service provides an operational advantage by offloading infrastructure management. Michael Leone, a principal analyst at Moor Strategy and Insights, pointed out that mid-sized IT teams often lack the resources to build complex, automated environments. According to Leone, the managed nature of the service provides “automation that mid-size teams rarely have the staff to build,” including pre-configured clustering, patching, backups, and standby database management.

From an economic perspective, the shift to a pay-as-you-go model allows organizations to avoid the costs associated with overprovisioning. Chaturvedi observed that traditional fixed on-premises systems often lead to “classic waste” where enterprises pay for idle cores, a problem this new subscription-based architecture is intended to resolve through online compute scaling.

Enabling Private AI Deployments

A primary feature of the Base Database Cloud@Customer is its support for collocated AI agents. By running databases, applications, and AI models on the same platform, organizations can utilize private data for AI workflows without routing information through external model APIs. This architecture addresses what Chaturvedi described as “the single biggest blocker” to AI adoption in regulated environments: the risks associated with data leakage.

Day One and Beyond – Oracle Cloud Database QuickStart

The ability to secure sensitive data is a major factor for CIOs considering these investments. Igor Ikonnikov, an advisory fellow at Info-Tech Research Group, suggested that even if the managed on-premises option carries a higher cost than a fully public cloud alternative, it remains attractive to organizations seeking to “eliminate reputational and economic risk caused by possible AI-induced data leakage.”

Further, Noel Yuhanna, a principal analyst at Forrester, noted that the consolidation of the technology stack simplifies the deployment of AI-based workflows. Yuhanna stated that the approach “reduces stack complexity and helps accelerate development cycles, deliver real-time data, and eliminate data movement challenges.”

Market Position and Compatibility

While the service offers significant integration, analysts remain cautious regarding its potential for broad adoption outside of the existing Oracle ecosystem. Amit Chandak, chief analytics officer at the IT consulting firm Kanerika, noted that “if a company isn’t already on Oracle, the pull is weak.” The market for hybrid cloud infrastructure remains competitive, with major providers including AWS, Microsoft Azure, Google Cloud, IBM, Dell Technologies, and HPE offering various combinations of hardware and software services.

Oracle’s primary differentiator in this space is its vertical integration. Unlike competitors that may require customers to assemble and integrate multiple hardware and software components, Oracle delivers its database, engineered hardware, and cloud management as a unified subscription service. The offering is compatible with Oracle AI Database 26ai and Oracle Database 19c in both Enterprise and Standard Edition configurations. It also provides support for Oracle Real Application Clusters, Oracle Data Guard, and the Zero Data Loss Recovery Appliance.
