Romanians are obliged to pay car tax according to the fiscal regulations in force. This tax obligation is part of the legislation and must be respected by the owners of motor vehicles in Romania. However, there are also exemptions from the car tax, which few Romanians know about.

According to the provisions of the Fiscal Code, every Romanian who owns a vehicle that must be registered or registered in Romania is obliged to pay an annual tax for it.

Important to note is that if owners owned a vehicle on December 31, 2023, they must pay tax on it this year, even if, since the beginning of the year, they have sold it.

According to tax legislation, motor vehicle tax is paid to the local budget of the town where the owner has his domicile, headquarters or place of work, as the case may be.

The tax is paid annually, in two equal installments, up to and including March 31 and September 30. If the owners pay the entire tax by March 31, they benefit from a bonus of up to 10%, established by a decision of the local council, writes avocatnet.ro.

How to calculate car tax

The car tax is calculated according to the cylinder capacity of the engine, expressed in cubic centimeters (cc), by multiplying each group of 200 cc or fraction thereof by an appropriate amount established by the Fiscal Code.

For example, for cars with a cylinder capacity between 1,601 cc and 2,000 cc inclusive, the fixed amount used to calculate the tax is 18 lei/200 cc, and for those with a cylinder capacity between 2,001 cc and 2,600 cc inclusive, the amount is 72 lei/ 200 cc. For cars with a cylinder capacity of over 3,001 cc, the amount used to determine the tax is 290 lei/200 cc.

In the case of motorcycles, tricycles, quadricycles and cars with a cylinder capacity of up to 1,600 cc, the value established by the Fiscal Code is 8 lei/200 cc.

Romanians who are exempt from paying car tax

The tax code also establishes a number of exemptions and reductions from the payment of car tax. For example, among others, the car tax is not paid for the cars of veterans or war widows, people with severe or pronounced disabilities and people classified as disabled in the first degree, for historic or electric vehicles.

In addition, in the case of hybrid means of transport, the tax is reduced by at least 50%, according to the decision of the local council, and in the case of an attachment, the tax is 50% of that for the respective motorcycles.

Also, local councils can decide to grant tax exemptions or reductions on agricultural means of transport actually used in agriculture.
