The CPK program audit cycle had an unfortunate false start – says money.pl Maciej Wilk, former vice-president of LOT Polish Airlines, today vice-president of operations at the Canadian Flair airlines, and president of the “Yes for CPK” association. He emphasizes that already in the first tender the winner was a consortium of companies that “under no circumstances have sufficient resources, competences, experience and reputation” to evaluate such a comprehensive project.

Fortunately, sobering up came in time and embarrassment was avoided by canceling the proceedings. It’s a pity that it was only due to a wave of outrage among public opinion – adds Wilk.

This is the consortium of HMJ, Projekt Plus and Tech-TOR, which submitted an offer for nearly PLN 387.5 thousand. PLN and met the formal requirements set by the CPK company. CPK later canceled this procedure without giving a reason. So it is not known whether it was due to criticism on social media. In a statement, the Central Communication Port wrote about its intention to “ensure the highest quality of the audit”.

A statement on this matter was sent by money.pl to Armand Brzosko, president of HMJ. “The competences of our team, which won the tender after presenting a dozen or so specific references related to large railway and airport investments, were questioned ad personam. We had the fewest railway ones, so we didn’t get extra points for them. However, there were the most airport ones“- he argued.

“You have to pay serious money”

Maciej Wilk points out that the procedure for the second audit was won by Deloitte, which gave “every chance for it to be carried out in a professional manner.” This procedure was canceled due to exceeding the assumed budget.

Unfortunately, serious analyzes of serious projects, carried out by serious institutions, require serious money – emphasizes Wilk.

He emphasizes that the association supports the quick and professional conduct of the audit. – However, it should be limited to the assessment of the actions taken so far by the attorney-in-fact and the CPK company. If any irregularities are found during the audit, appropriate consequences should be drawn and corrective actions should be implemented – Wilk tells us.

In his opinion, the audit should not seek answers as to whether the CPK project itself is justified and whether the investment decisions made in 2017 and 2018 by the then government of Law and Justice should be withdrawn.

– This is a strategic decision. Do we want to continue the development and civilization project for Poland or do we stop at makeshift solutions and only patching holes in the transport infrastructure, which is incompatible with Poland’s current position as one of the most dynamically developing economies in the world? The answer to this question is obvious and possible for us – emphasizes Wilk.

He reminds that the need to build a new transfer airport between Warsaw and Łódź was indicated by analyzes of international consulting companies commissioned by the previous PO-PSL government. – As estimated in 2010 by the PwC and Oliver Wyman consortium, the Central Airport alone should bring PLN 6 billion of additional GDP to the economy annually. Sipiński about the CPK audit. Two options

“The government’s idea to audit CPK – dividing it into eight technical, siled tasks with a very short deadline and the high importance of the price criterion, carries the risk that orders will go to cheap companies with no experience,” warned Dominik Sipiński, aviation market analyst at ch-aviation. com and Polityka Insight in the entry on the X platform.

He pointed out that “audits are extremely technical.” “Not a single task concerns whether the CPK makes strategic sense, there is nothing about the impact on the transport system or environmental effects. Option number one: the government decided that the foundations are solid and the CPK will be built, so it is only investigating how to do it. Option two: technical audits are intended to answer strategic questions, which makes as much sense as asking about the color of the tax declaration paper in order to determine the entire fiscal policy,” Sipiński added.

The expert emphasized that the concept of division into thematic areas is not bad, but the implementation deadlines are very short and the performers of individual tasks vary greatly. This means that in such a complex project, these areas will be considered separately from each other.

CPK audit. One of Donald Tusk’s election promises

Long before the parliamentary elections, the Civic Coalition opposed the construction of the Central Communication Port and announced its abandonment of the project. In the campaign, she changed her rhetoric from “resignation” to “verification” of the entire project.

After the swearing in of Donald Tusk’s government, Maciej Lasek became the plenipotentiary for CPK. In January, he dismissed the current supervisory board of the Central Communication Port and appointed new people to it. – Today’s changes are the beginning of the audit of the CPK program announced in Prime Minister Donald Tusk’s expose – Lasek said in mid-January.

Some of the work is carried out internally within the company itself and by the office of the CPK representative. Eight partial audits were also scheduled for external companies. The first conclusions were to be presented in March, and recommendations to the Council of Ministers – in mid-year. As “Dziennik Gazeta Prawna” wrote, it will be difficult to meet these deadlines.
