The Department of Health and Human Services (HHS) and the Social Security Administration (SSA) have launched a new Standard Operating Procedure (SOP) under the Trusted Exchange Framework and Common Agreement (TEFCA), aiming to streamline the process of determining eligibility for non-healthcare government benefits, including Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI), according to an official ONC Blog post.
The initiative, developed in collaboration with the Assistant Secretary for Technology Policy and Office of the National Coordinator for Health Information Technology (ASTP/ONC), the TEFCA Recognized Coordinating Entity® (RCE®), and 11 Qualified Health Information Networks (QHINs), addresses longstanding challenges in retrieving and transmitting medical records for disability determinations. Patients and providers often spend significant time and resources on manual record handling, with traditional methods taking weeks or months, the source noted.
How TEFCA Revolutionizes Benefit Determinations
The newly implemented SOP enables federal, state, local, and tribal government entities to access medical records through interoperability networks supported by TEFCA. This shift allows the SSA to accelerate disability determinations by obtaining records in minutes or seconds, as opposed to the weeks or months required by conventional methods.
The process leverages the QHIN Technical Framework Agreement (QTF) Version 2.1, which ensures that government requests for benefits-related information are routed efficiently to specific organizations holding the necessary data. This eliminates the need for open network queries, reducing administrative burdens and costs.
Impact on SSA Operations and Beneficiaries
The updated system could reduce operating costs by eliminating the need to print and mail documentation.

For beneficiaries, the change promises faster access to critical support. The Social Security Disability Insurance program and the Supplemental Security Income (SSI) program are the primary beneficiaries of the update.
Technological Upgrades and Implementation Timeline
The QTF Version 2.1 includes enhanced protocols for routing requests to designated QHINs, which are responsible for managing health data exchanges. The 11 QHINs are set to implement updates to align with these documents and the updated Exchange Purposes SOP.
ASTP/ONC is working with federal and non-federal partners to make sure TEFCA continues to support the needs of the care community. The RCE’s Topics in Change Management page serves as a centralized hub for tracking amendments to TEFCA framework agreements, technical requirements, and SOPs.
Challenges and Stakeholder Perspectives
Next Steps and Public Access
As the TEFCA initiative rolls out, its success will depend on seamless coordination between federal agencies, healthcare providers, and QHINs.
