Today, April 22, 2024, in the presence of the Minister of Health Hossam Abu Meri, the board of the Paul Stradins Clinical University Hospital (Stradiņs Hospital) and the management and employees of the involved structural units, the newly built Department of Cardiac Surgery Anesthesiology and Intensive Care and Cardiac Surgery Operations of the Cardiac Surgery Center was solemnly opened block, as well as the Center for Vascular Surgery Hybrid drug for vascular surgery. The new premises will make the environment of patients and medical staff safer and more comfortable, significantly improving the possibilities of providing medical services and ensuring the highest level and complexity of cardiovascular operations.

The Cardiac Surgery Center of Stradiņa Hospital is the only place in Latvia where surgical assistance is provided to all adult citizens of the country with the widest range of heart diseases 24 hours a day. During its more than 50 years of existence, the center has created and strengthened an excellent team of professionals, who play a leading role in the Baltics in several fields, especially in coronary surgery, minimally invasive heart valve surgery, etc.

Every year, the center helps approximately 1,000 Latvian residents aged 18 to 91, whose quality of life was significantly reduced before the operation, their health and life expectancy were very poor, to return to a full-fledged daily life. It is predicted that the number of people who will need heart surgery will only increase in the coming years, because the total number of elderly people in Latvia is growing every year not only in relative but also in absolute numbers.

The doctors of the Stradins hospital provide assistance to patients in cases of vascular diseases or injuries and perform all types of vascular operations. In this center, more than 2,500 patients are treated annually and 2,000 different classical surgeries and endovascular vascular operations are performed. The Vascular Surgery Center is one of the leading aortic endoprosthesis centers in the Baltics and is also recognized in Europe and America.

One of the strategic directions of development of Stradiņa hospital in medical development and scientific research is cardiology. Therefore, by opening the new treatment rooms, Stradiņa Hospital has taken an important step to significantly improve the provision of healthcare services to patients and medical staff.

The new ones Premises of cardiac surgery anesthesiology and intensive care unit are bright and modern. The department has built four new intensive care wards that meet modern requirements with a total of 10 beds and new equipment. The department has created comfortable staff work and rest rooms, as well as warehouses.

By carrying out the functional re-planning of the premises in accordance with modern requirements and the replacement of engineering communications, a new one has been created Hybrid drug for vascular surgery with a modern robotic imaging system – a hybrid angiograph specially adapted for the operating room. The new equipment allows complex vascular operations to be performed in a minimally invasive way, combining classical surgery with modern minimally invasive endovascular vascular treatment methods under X-ray control. It is the first hybrid operating room device of this generation in the Baltics. The hybrid hall includes not only the operating room, but also the construction of patient, staff and technical facilities.

It is planned that the hybrid operating room will also be used by gynecologists – obstetricians, providing complicated births; it is also planned to use the herb for the treatment of pulmonary hypertension.

On the other hand In the cardiac surgery operating block now there are four modern operating theaters that meet the highest global standards and technologically enable the most complex operations to be performed. Operating rooms are equipped with digital solutions – a control system that regulates the microclimate and displays real and previously performed patient examinations. The rooms are equipped with new lamps and video systems that allow recordings and broadcasts of operations. Modern rest and work rooms, as well as changing rooms for staff, have been created in the operations block.

Visiting the new premises, the Minister of Health Hosamas Abu Meri emphasizes: “Investments in modern health care infrastructure are a significant investment in well-being – the new Cardiovascular surgery and treatment rooms will not only improve the comfort and safety of patients, but will also create an appropriate environment for the medical staff. I would like to emphasize that a modern working environment is an essential tool for motivating medical personnel. By developing and modernizing the Cardiovascular Surgery room block of Stradins Hospital, we are taking an important step in achieving our goals to improve health care services in Latvia, strengthening preparedness for emergency situations.”

Chairman of the Board of Stradiņa Hospital Lauris Vidzis points out: “Today is an important milestone on our way to improving healthcare services – by opening the new premises, we will continue to provide the highest quality medical services with renewed vigor. Head Professor of the Latvian Cardiology Center Andrejs Erglis says: “The main task of medicine is to ensure the quality of society’s life. This can be done using knowledge, high-quality technologies, a modern and inspiring environment and the availability of healthcare. The quality of life, on the other hand, determines the happiness index, which we definitely want to raise in Latvia. We are on the right track – by treating high cholesterol and blood pressure, we have reduced the prevalence of these risk factors by nine percent over 10 years.This in turn has helped reduce the incidence of myocardial infarction by 33%, but we must understand that this further increases the need for high-cost myocardial revascularization and heart valve surgery. I am confident that each new technology and health-promoting environment in the new hospital will greatly accelerate this progress.”

Professor, Chief Medical Officer of the Center for Vascular Surgery Dainis Krievins, informing about the Hybrid School of Vascular Surgery, explains: “Until now, complex vascular operations were performed in adapted X-ray laboratories where there was no possibility of open surgical operations or in operating theaters without appropriate radiological control. The opening of the new drug will increase the safety of patients and the possible amount of assistance in the case of vascular pathology. This will allow you to save money, as some operations can be performed combined in one stage, as opposed to two hospitalizations. This is undoubtedly a progressive step in the direction of European standards, however, it must be recognized that the modern equipment is adapted to morally and physically obsolete premises, therefore it is very important to develop the next construction phase of the Stradins Hospital – the so-called B building, in which a Hybrid Operating Room meeting the highest standards could be created.”

Assistant Professor, Chief Physician, Cardiac Surgery Center Mārtiņš Kalējs says: “Since the forecasts say that in the coming years the number of seniors who will need heart surgery will increase in Latvia, the extension of the cardiac surgery intensive care unit and the new operating rooms are the first but very important step for the further development of cardiac surgery, which is necessary to adapt to changes Age structure of the population of Latvia. The average age of heart surgery patients at Stradiņš Hospital is approximately 68 years old, and the goal is that these people will be able to be full-fledged, active residents of Latvia for many more years after the operation. Therefore, it should be acknowledged with special satisfaction that the renovated operating theaters of Stradiņa hospital meet the highest world standards and will enable the implementation of the most complex operations in terms of technology. We look forward to the construction of the new B Building, which will be able to meet the growing demands for high quality pre- and post-operative wards that meet today’s early rehabilitation standards and provide a more comfortable and safer working environment for our staff.”

The new treatment facilities were implemented within the framework of the Stradiņa hospital infrastructure development project “Stradiņa hospital development to ensure quality services”. As part of this, significant renovation works were carried out in several Hospital buildings, incl. the new modular building was also built. The newly built premises are currently used by the Emergency Medicine Center and the surgery block. The layout and functionality of the building is specially adapted to various unforeseen situations – it can be easily transformed, wards and patient flows can be separated. In the framework of the project, the necessary medical technologies, furniture and equipment for equipping the renovated premises were purchased.

The total cost of the project is 23,678,296 euros, of which 16,915,473 euros are financed by the European Regional Development Fund, 5,256,373 euros are financed by the state budget and 1,506,450 euros are financed by the hospital budget. The implementation of the infrastructure development project started in September 2022, but it is planned to complete the construction works in August 2024.
