The event was hosted by Wu Jingjing, Director of the News Release Division of the Provincial Party Committee’s Publicity Department (Provincial Government News Office). Wang Weiqun, Director of the Provincial Intellectual Property Bureau, delivered the main address on behalf of the Provincial Intellectual Property Strong Province Construction Working Group Liaison Office.

The press conference highlighted Heilongjiang’s ongoing efforts to strengthen intellectual property rights protection as part of its broader strategy to build an innovative province. Officials reported that the province has implemented a series of measures to improve the legal framework for intellectual property, including the formal implementation of the Heilongjiang Provincial Intellectual Property Protection Regulations and the early introduction of foreign-related intellectual property protection implementation measures.

Heilongjiang has also enhanced interdepartmental coordination in intellectual property enforcement. The Provincial Intellectual Property Bureau, in collaboration with the Provincial People’s Procuratorate, Provincial Justice Department, and five other departments, issued the “Opinions on Further Deepening the Full-Chain Departmental Collaboration Mechanism for Intellectual Property Protection.” This initiative aims to streamline case information sharing and case transfers between administrative and judicial organs to ensure consistent standards in enforcement and adjudication.

In preparation for the Harbin Asian Winter Games, Heilongjiang conducted a special intellectual property protection action, with related cases selected as national典型经验 (typical experiences) in rapid collaborative protection work. The province also established a system of overseas dispute response advisors to assist key enterprises in conducting trademark squatting risk assessments abroad, issuing timely warnings and providing response guidance.

Regarding intellectual property utilization, Heilongjiang reported steady growth in key indicators. As of the reporting date, the province had 52,616 valid invention patents, representing a year-on-year increase of 7.41%. Of these, enterprise-held invention patents amounted to 19,679, up 10.12% compared to the previous year. The province also recorded 6.78 high-value invention patents per 10,000 people, a 17.1% increase year-on-year. Valid trademark registrations reached 593,000, up 8% from the previous period.

Heilongjiang’s intellectual property protection social satisfaction score reached 91.03 points, marking a historical high. Officials attributed this improvement to the continuous refinement of the provincial intellectual property system, enhanced law enforcement, and increased public awareness campaigns.

The implementation of the “Heilongjiang Province Intellectual Property Strong Province Construction Outline (2021–2035)” remains a central framework guiding these efforts. This long-term plan aims to position Heilongjiang as a national leader in intellectual property creation, protection, and utilization by 2035, with specific targets for patent output, technology transfer, and industrial innovation.

Looking ahead, Heilongjiang plans to deepen the integration of intellectual property work with industrial development, particularly in key sectors such as ice and snow equipment, biomedicine, and advanced manufacturing. The province also intends to expand its international intellectual property cooperation, including participation in global patent prosecution highways and support for local enterprises seeking overseas patent protection.
