Fullerton, CA – February 7, 2026 – A 73-year-old man has been arrested by the Fullerton Police Department in connection with two seperate incidents of indecent exposure that occurred in a shopping center parking lot. The suspect, identified as Marshall Leonard of Anaheim, has a history of prior convictions for the same offense.
Details of the Arrest and Inquiry
According to a statement released by the Fullerton Police Department, officers first responded to reports of lewd behavior in the 1800 block of West Malvern Avenue in 2025. Witnesses reported a male subject engaging in inappropriate conduct inside his vehicle with the window lowered. Following an investigation, authorities determined the individual violated indecent exposure laws. [[1]]
A second incident was reported in mid-january of this year, again in the 1800 block of West Malvern Avenue. The reporting party alleged that the male subject offered money in exchange for witnessing sexual acts before exposing himself. Police again determined this constituted a violation of indecent exposure laws.
Detectives identified Marshall leonard as the suspect in both incidents. he was taken into custody on thursday following the issuance of an arrest warrant. Search warrants were later executed at his residence and vehicle.
Sex offender Registry Status
Leonard was previously registered as a tier 1 sex offender in California. The California Department of Justice classifies sex offenders into different tiers based on the severity of their crimes.
