Google Play Store to Host Third-Party App Stores in US Starting July 2026

Beginning July 22, 2026, Google will allow third-party app stores to operate directly within the Google Play Store in the United States. This shift follows the conclusion of a long-running antitrust battle with Epic Games, forcing Google to open its primary Android distribution channel to competing marketplaces. The development marks the end of a six-year legal dispute concerning Google’s control of Android app distribution.

A Shift in Android Distribution

Android users in the United States are set to see a significant change in how they discover and install applications. Starting July 22, 2026, the Google Play Store will host rival app stores. This change is the direct result of a five-year legal struggle initiated by Epic Games, the creator of Fortnite, which sued Google in 2020. Epic Games claimed that Google’s Play Store operated as an unlawful monopoly by restricting access to third-party services, such as rival app stores and non-Google payment methods. In late 2023, US District Judge James Donato ruled in Epic’s favor and issued a permanent injunction requiring Google to open the Play Store to rival app stores.

A Shift in Android Distribution

While third-party stores have historically been available on Android through sideloading, the new model integrates these competitors directly into the Google Play ecosystem. This represents a “store-within-a-store” model, forced into the front door of Android distribution. Rather than sideloading with a different label, competing storefronts will now have access to Google Play’s app catalog for a period of three years.

The Play Catalog Access Program and Compliance

To participate, third-party store operators must enroll in the Play Catalog Access Program. This initiative allows these stores to access the Google Play catalog, meaning they do not need to build their libraries from scratch. Qualifying stores must target U.S. users and be registered as organizations. They are required to run as “legitimate” marketplaces, featuring an authorization process, non-discriminatory policies, and respect for intellectual property like copyright. They must also maintain “good faith” efforts to block malware, honor privacy laws, and ensure user safety.

Google will continue to handle the downloads and charge service fees. Specifically, store operators must pay an annual $5,000 fee to cover policy and security reviews. Furthermore, Google requires these marketplaces to keep malware install attempts below 1% to qualify for ongoing catalog access. Access to these third-party stores will be enabled by default for users, but Android developers can opt out entirely or manage their listings on a store-by-store basis.

The decision to open the Play Store comes after Google and Epic Games jointly withdrew their attempt to modify the permanent injunction issued by Judge Donato. The parties had previously proposed a “Registered App Stores” program in November 2025 that would have required third-party stores to remain outside the Play ecosystem as sideloaded apps. Judge Donato was skeptical of abandoning his original injunction in favor of this compromise. Ultimately, both companies withdrew the motion to avoid “prolonging” the legal process, which they noted created uncertainty for the ecosystem.

Google spokesperson Dan Jackson confirmed the company’s focus is shifting toward this new business model. In a statement, Jackson said: “We’ve agreed with Epic to withdraw our motion to modify the US Court’s injunction rather than prolonging this process which creates uncertainty for the ecosystem.
