Fatal Hit-and-Run Near Suntec City Claims Life of Restaurant Shareholder
A 38-year-old man has been arrested following a fatal hit-and-run accident that occurred in the early hours of July 16 near the Suntec City Convention Centre. The suspect is being investigated for drink driving, driving without due care and attention causing death, and failing to stop after an accident.
The incident occurred at 1 Raffles Boulevard. According to the Singapore Police Force (SPF) and the Singapore Civil Defence Force (SCDF), authorities were alerted to the collision involving a car and a 43-year-old male pedestrian at approximately 12:40 a.m. By the time police arrived at the scene, the driver had already left.
The victim, identified as Dan Xiao TingFeng, a shareholder of the restaurant DJDH Ramen, was found unconscious by a passer-by near a lamp post. He was transported to Tan Tock Seng Hospital, where medical staff attempted to resuscitate him for approximately 40 minutes. He was pronounced dead at 1:40 a.m.
Victim Remembered by Friends and Colleagues
Following the tragedy, DJDH Ramen issued a statement on Facebook expressing deep heartbreak over the loss of Mr. Dan. The restaurant emphasized that the victim’s family, partner, children, and friends deserve the truth, accountability and justice.
Liang Jun Ming, a close friend of the victim for more than 10 years, described Mr. Dan as a person who could connect with anyone and make them feel comfortable. Speaking to the media, Mr. Liang shared that he and Mr. Dan maintained a tradition of traveling together annually and celebrating festive occasions.
He was the kind of person who could speak to anybody about anything and immediately make them feel comfortable,
Mr. Liang said.

Mr. Liang has launched a public appeal for witnesses and anyone possessing dashcam or CCTV footage to come forward to help establish the sequence of events. He noted that the area near Suntec City and Nicoll Highway is not secluded, and he believes there may be eyewitnesses who can provide clarity on the incident.
According to preliminary information shared by Mr. Liang, Mr. Dan had booked a ride home from South Beach Residences at 12:11 a.m. on July 16. However, the driver of that vehicle later reported the ride as a no-show. It remains unclear where Mr. Dan was or what he was doing between the time he booked the ride and when he was discovered injured at 12:40 a.m.
Mr. Liang stressed that the timeline is based on information pieced together by friends and family and is subject to official confirmation as police investigations continue.

Context on Road Safety and Drink Driving
In a separate development, the Ministry of Home Affairs introduced the Road Traffic (Miscellaneous Amendments) Bill in Parliament on July 7, proposing to reduce the alcohol limit for drivers. The current limit of 35 micrograms (mcg) of alcohol per 100ml of breath is proposed to be lowered to 15mcg, while the blood alcohol limit would be reduced to 30mg. Official statistics released by the Traffic Police in February 2025 indicated that while the number of drink-driving arrests and accidents decreased slightly compared to the previous year, 12 people died in such accidents in both 2024 and 2025. Total traffic-related fatalities reached a 10-year high in 2025, with 149 deaths recorded. Police investigations into the hit-and-run at 1 Raffles Boulevard remain ongoing. Authorities have urged members of the public who may have relevant information or footage from the vicinity of Lamp Post 157 between 12:10 a.m. and 12:45 a.m. on July 16 to assist with the investigation.
