Missouri Secretary of State Denny Hoskins rejected a citizen petition seeking a November statewide referendum on Republican-backed congressional districts, asserting that congressional redistricting cannot legally be subject to voter referendums under state law despite supporters collecting hundreds of thousands of signatures.
Missouri election officials have officially shut down a voter-led challenge to the state’s newly drawn congressional map. On Tuesday, Republican Secretary of State Denny Hoskins announced his decision to reject the statewide referendum petition, delivering a major blow to advocacy groups attempting to overturn a U.S. House map designed to favor Republican candidates in upcoming midterm elections, Apnews.
Secretary of State Hoskins Rejects Redistricting Petition
Supporters of the referendum had submitted more than 300,000 petition signatures to the secretary of state’s office back in December. Local election authorities subsequently reviewed the filings and verified well over the roughly 111,000 signatures required to qualify a measure for the ballot. However, Hoskins waited until the final day permitted under state law to issue his formal ruling, allowing the contested congressional map to remain active and govern Tuesday’s primary elections.
Hoskins maintained that the raw volume of verified signatures is irrelevant to the legal outcome. Relying on official opinions issued by Republican Attorney General Catherine Hanaway, Hoskins asserted that challenging a congressional map is unconstitutional under Missouri law,
adding that the referendum process was never meant to be used for redistricting.
National Political Stakes and the Reshaped 5th District
The ballot battle forms part of a broader national push. Missouri stands as the second Republican-led state, following Texas, to answer President Donald Trump’s call to aggressively redraw congressional boundaries to shore up the GOP’s narrow majority in the U.S. House of Representatives. The resulting map fundamentally transforms the Kansas City-based 5th Congressional District—historically represented by longtime Democratic Representative Emanuel Cleaver—by pulling its boundaries deep into rural central Missouri to engineer a reliable Republican lean. Republicans currently hold six of Missouri’s eight congressional seats and anticipate securing an additional seat under the new lines.
The redistricting fight is just one element of an exceptionally litigious cycle in the state. Last autumn, Hoskins attempted to preempt the petition drive entirely by asking a federal court to block its submission, though a judge dismissed that lawsuit as premature, noting that Hoskins retained the authority to reject the petition himself if he deemed it unconstitutional.
Legal Challenges and Citizen Initiative Rejections
In addition to blocking the redistricting referendum, Hoskins also rejected a separate November ballot proposal put forward by the Respect Missouri Voters coalition. That citizen initiative aimed to protect the initiative process itself by barring the Legislature from making it harder to qualify citizen measures, while also requiring an 80% supermajority in both the House and Senate to alter or repeal voter-approved laws rather than the current simple majority.
Hoskins rejected that petition as well, citing Attorney General Hanaway’s opinion that the measure violated constitutional restrictions against combining multiple distinct subjects into a single constitutional amendment. Organizers for both rejected petitions immediately vowed to fight back in court.

With both sides preparing for intense courtroom battles, legal experts point to profound logistical uncertainty should state courts override Hoskins and order the referendum onto the November ballot. It remains entirely unclear whether candidates who competed in Tuesday’s primaries under the newly contested boundaries would continue running in those same districts this fall, or if courts might compel a do-over of the primary contests using Missouri’s previous congressional map.
