The investigation in the case of the Ploieşti real estate spike, through which the same apartments were sold 3, 4 times, is gaining momentum. Following a material broadcast by the Observer, anti-corruption investigators raided the City Hall. In addition to notaries and lawyers, involved in the fraud of hundreds of thousands of euros, prosecutors suspect that public officials were also among the accomplices. The chief architect of the city and an urban planning employee would have allowed dozens of apartments to be built illegally.

Architect: There shouldn’t have been a 9th floor. It’s considered a technical floor.

That’s what the chief architect said after discovering the irregularities at the residential complex in Ploiesti. Now, the anti-corruption prosecutors have suspicions that the woman was, in fact, an accomplice to fraud and intellectual forgery. An urban planning employee is also in the sights of the investigators.

The block should have had 8 floors, but it has 9

The two are suspected of having received the works, although, according to the authorized project, the block was supposed to have only 8 floors, and the last one to remain a technical space. Instead, 30 apartments were built on the 9th floor and sold several times.

PCA Ploiești spokesperson: For the tabulation of the building, several civil servants from the institutions with responsibilities in the field of urban planning and cadastre falsely drew up a series of documents attesting to the receipt of the construction works.

In this case, prosecutors and police searched 10 addresses in Bucharest, Dâmboviţa and Prahova. From Ploieşti City Hall, they picked up a computer and several documents.

Andrei Volosevici, the mayor of the city of Ploiesti: Any kind of thing that needs to be checked, it seems absolutely normal to me to be checked.

The apartments could be sold endlessly

According to prosecutors, between 2016 and 2022, the developers convinced 16 families to sign preliminary contracts for apartments under construction. Everything seemed legal because the documents were initialed by notaries. Except that – in reality – the documents did not reach the cadastre. Thus, they could be sold and resold endlessly.

Attracted by the illusion of a modern complex and apartments at prices below the market level – of 43,000 euros for two rooms – the apartments in the White Tower were sold on a conveyor belt.

Just 2 weeks ago, the victims told the Observer how they fell into the real estate trap and bought an apartment that still had an owner.

Damaged: I woke up to be informed by the neighbors that they would see the light, did we move there? It circulates, I don’t know what.

Damaged: There were curtains on the windows, the doors were locked and the gas and electricity consumption recording meters were already installed.

By tricking the customers, the developers, Marioara and Mihai Lupu, mother and son, would have won over one million euros.
