The assumptions of the anti-inflation shield are in force in Poland only until July, so the government had to propose new solutions, because – although the core inflation is still falling (in March to 4.6% compared to 5.4% in February) – the aid programs will be stopped and Unfreezing market rates would cause a huge price shock.

On April 16, the government presented a draft act on the energy voucher and amending certain other acts. We already know the proposed energy price for the second half of 2024 and the assumptions for the energy voucher.

The project assumes the extension of the maximum price for electricity for household consumers until the second half of 2024. It was set at PLN 500 per MWh. Currently, in the case of households, the maximum rate is PLN 412 per MWh net.

The energy voucher will be a cash benefit for households whose income does not exceed PLN 2,500 per person in a single-person household or PLN 1,700 per person in a multi-person household.

As explained, the beneficiaries of the energy voucher will be not only low-income households, but also “sensitive electricity consumers and those households which, due to the excess square footage per person in the premises they live in, have been excluded from receiving a housing allowance.” It was added that this would apply in particular to “sensitive electricity consumers who live alone in single-family houses in small towns and villages and are in a difficult financial situation.”

– The adopted income criteria of the energy voucher will allow in the second half of 2024 to provide support to various groups of beneficiaries who, for various reasons, have difficulties in covering their electricity bills. As in the case of the protective allowance, the energy voucher will cover retirees with a benefit below the minimum pension or pensioners with a benefit equal to the minimum pension – we read in the information on the website of the Prime Minister’s Office.
