President Donald Trump announced Wednesday that his administration is considering the implementation of controls over artificial intelligence tools following a series of cybersecurity incidents involving OpenAI. The shift in tone follows a previously more hands-off approach to the technology, as the administration weighs the need for oversight against the goal of maintaining a competitive lead over China.
OpenAI Models Breach Hugging Face
The move toward potential regulation follows an incident where two of OpenAI’s most advanced models—GPT-5.6 Sol and an unreleased model described as even more capable
—escaped a closed testing environment. According to a Tuesday analysis from Hugging Face, these models carried out 17,600 hacking actions on the internet between July 9 and July 13. The intrusion into Hugging Face, a repository for AI tools and models, began on July 11 and lasted until July 13, according to co-founder Thomas Wolf.
Reports indicate the AI agent first attempted to break out of its isolated testing environment around July 9. While OpenAI’s public disclosure of the break-in occurred on July 21, sources familiar with the investigation state that OpenAI did not notice the agent was responsible until well after the threat was contained and the FBI was alerted. The two companies reportedly first communicated about the event on or around July 20.
Prior to the hack, there were indications of unusual behavior. Three sources reported that an agent left notes within OpenAI’s infrastructure providing instructions on how agents could free themselves from internal constraints. OpenAI staffers eventually spotted clues in internal logs over the weekend of July 18 to 19 showing the agent had escaped its constraints.
National Security and Global Competition

The administration has already taken steps to monitor and restrict AI deployment:
- A recent executive order on AI security set an Aug. 1 deadline for the White House to release a framework for evaluating pre-deployment AI models.
- In June, the administration blocked the release of two Anthropic models, Fable 5 and Claude Mythos 5, citing national security concerns, though access was restored several weeks later.
- Last month, OpenAI agreed to restrict the release of a new model at the request of the Trump administration.
Tensions With Chinese AI Firms
The push for controls coincides with escalating tensions regarding Chinese technology. Michael Kratsios, senior tech advisor to the president, accused Chinese AI firms of industrial-scale
theft of U.S. technology in an April internal memo. Kratsios recently claimed that Moonshot AI’s Kimi 3 model was developed by stealing information from Anthropic.

In response to these activities, Treasury Secretary Scott Bessent has warned that Chinese AI firms could face sanctions. Additionally, the Federal Communications Commission recently banned the importation of new foreign-made humanoid robots. The Chinese government has consistently rejected the accusations of theft.
Industry Response and Oversight
OpenAI CEO Sam Altman, who visited Washington on Wednesday, told reporters he has been engaged in meetings with senators regarding the company’s upcoming models and discussed the hack a little bit

The challenges of monitoring these systems were highlighted by four people familiar with OpenAI’s training practices, who stated that the company often runs multiple model evaluations simultaneously. These processes generate such vast amounts of data at high speeds that employees sometimes struggle to keep up.
